This move marks a significant regulatory milestone for the burgeoning automation sector in India, following years of industry lobbying for clearer standards. The announcement was made during the National Robotics Summit held in New Delhi, attended by key stakeholders from the defence and manufacturing sectors.

Liability and Compensation Protocols

According to the official press statement, the framework aims to balance rapid technological adoption with public safety. The guidelines mandate that all humanoid robots deployed in public infrastructure, including hospitals, logistics hubs, and retail spaces, must undergo mandatory certification from the Bureau of Indian Standards (BIS) before commercial operation. This certification process will involve rigorous testing of emergency stop mechanisms and collision avoidance systems.

A core component of the new policy is the establishment of clear liability clauses. Manufacturers and operators will be held financially responsible for operational failures resulting in physical harm to citizens. The draft outlines a compensation fund mechanism, requiring entities to maintain insurance coverage equivalent to the value of the deployed units. This ensures that victims of robotic malfunctions receive timely financial redress.

Impact on Domestic Manufacturing and Pricing

Furthermore, the regulations introduce data localization requirements. Humanoid robots collecting biometric or location data within Indian borders must store this information on servers located domestically, aligning with the Digital Personal Data Protection Act. This provision is crucial for national security and privacy compliance.

Industry experts suggest these regulations will primarily benefit local manufacturers such as Swayam Robotics and emerging startups in the Bangalore tech corridor. The policy introduces a 10% duty reduction on imported semiconductor components for certified Indian manufacturers. This incentive is expected to lower the final retail price of humanoid service robots. Current estimates suggest prices could drop from the INR 15 lakh range to approximately INR 12 lakh for entry-level models, making them more competitive against Chinese counterparts.

The implementation timeline is set for Q3 2025, providing a transition period for existing deployments to comply with the new BIS standards. MeitY has invited public feedback on the draft until the end of the month before final notification. The National Robotics Policy Committee will be constituted to oversee compliance and handle grievances.

This regulatory framework positions India as a serious player in the global robotics economy, setting a precedent for responsible AI integration.
