Manufacturers will be required to submit algorithmic transparency reports detailing decision-making pathways for navigation and human-robot interaction. The framework also introduces a tiered licensing system based on robot payload capacity and autonomy levels, with higher tiers requiring government oversight for deployment in public spaces, healthcare facilities, and manufacturing plants.

Industry Impact and Domestic Pricing

Regulatory clarity is expected to significantly influence pricing and adoption across India’s industrial and service sectors. Industry analysts project that compliant domestic humanoid robots will retail between ₹18 lakh and ₹45 lakh ($21,500–$54,000) depending on sensor suites and computational hardware. The framework includes targeted subsidies under the Production Linked Incentive (PLI) scheme for robotics components, which could reduce manufacturing costs by up to 22% over the next three years. Foreign manufacturers seeking to enter the Indian market will be required to establish local assembly partnerships or comply with strict data localization rules for cloud-connected robotic systems.

Next Steps and Public Consultation

MeitY has opened a 45-day public consultation window, inviting feedback from robotics startups, academic institutions, and industrial automation bodies. Stakeholders can submit comments through the official policy portal until December 27, 2024. The ministry plans to finalize the guidelines by Q2 2025, with pilot certification programs launching in select industrial corridors across Tamil Nadu, Karnataka, and Maharashtra.
