The draft framework outlines mandatory safety protocols for humanoid robots operating in public spaces or industrial environments. Key provisions include mandatory emergency stop mechanisms, real-time monitoring systems, and clear liability clauses in case of malfunction-induced accidents. The policy states that manufacturers must ensure compliance before commercial deployment. Additionally, the framework aligns with international ISO standards regarding collaborative robots, ensuring India remains competitive globally.

For Indian startups, the guidelines offer a pathway to reduce compliance costs through the Production Linked Incentive (PLI) scheme. Companies developing humanoid robots with over 60% indigenous content will qualify for subsidies ranging from 5% to 10% of their capital expenditure. This is expected to lower the barrier to entry for domestic innovators.

Industry Reaction and Pricing Impact

Industry leaders have welcomed the move, noting that clear regulations will boost investor confidence. The average cost of a humanoid robot in India is expected to stabilize between ₹25 lakh and ₹50 lakh for industrial units under the new framework, compared to the ₹75 lakh previously seen in unregulated imports. This price reduction aims to accelerate adoption in the textile and automotive sectors.

"This framework provides the necessary clarity for businesses to plan their automation strategies," said a spokesperson from the Robotics Association of India. The government aims to finalize the policy by the end of the fiscal year, with a public consultation period opening next month. Feedback from major stakeholders will be incorporated before the final notification.

Global manufacturers operating in India are also required to adhere to data localization norms, ensuring that sensor data collected by robots remains within Indian servers. This measures address growing concerns regarding data privacy and national security. The policy also mandates regular audits for high-risk applications, such as humanoid robots used in healthcare or elderly care.

Experts suggest that this regulatory approach could position India as a regional hub for humanoid robot R&D. With the global humanoid robot market projected to grow significantly, having a robust policy framework is crucial for long-term sustainability and ethical deployment.
