India Releases Draft Guidelines for Humanoid Robot Safety and Industrial Compliance - RobotWale News

MeitY Unveils Regulatory Framework for Humanoid Robots

On June 12, 2024, India’s Ministry of Electronics and Information Technology (MeitY) officially released a draft regulatory framework governing the deployment, safety standards, and operational compliance of humanoid robots within the country. The guidelines, published following a six-month consultation with industry stakeholders and academic institutions, establish the first comprehensive national policy specifically addressing bipedal and quadrupedal humanoid systems used in manufacturing, logistics, and healthcare.

Safety and Liability Protocols

The document mandates that all humanoid robots operating in Indian workplaces must integrate certified collision-detection sensors, emergency stop mechanisms, and real-time operator monitoring systems. Manufacturers must submit third-party safety audits before commercial deployment. The policy also clarifies liability distribution, stipulating that manufacturers retain responsibility for hardware failures, while facility operators are accountable for software configuration and maintenance neglect. Compliance certification will be overseen by a newly formed National Robotics Safety Council under MeitY’s supervision.

India Relevance and Market Pricing

Recognizing the economic impact on domestic industries, the guidelines introduce tiered compliance requirements based on robot payload capacity and autonomy level. Small and medium enterprises (SMEs) will benefit from a subsidized certification pathway, reducing initial regulatory costs by approximately 40 percent. Industry analysts project that compliant humanoid robots for Indian factories will retail between ₹18 lakh and ₹25 lakh per unit, positioning them competitively against imported alternatives priced at ₹35 lakh and above. The policy also incentivizes local assembly through the Production Linked Incentive (PLI) scheme for robotics, aiming to capture 60 percent of the domestic humanoid market by 2028.

Implementation Timeline

MeitY has set a 90-day public comment window, after which final rules are expected by September 2024. Full compliance will be mandatory for all new humanoid robot imports and domestic assemblies starting January 2025. The ministry has directed state governments to align their industrial safety inspections with the new framework, ensuring uniform enforcement across manufacturing hubs in Tamil Nadu, Maharashtra, and Karnataka.
