The Ministry of Electronics and Information Technology (MeitY), in collaboration with the Department for Promotion of Industry and Internal Trade (DPIIT), officially published the Guidelines for the Safe Deployment of Humanoid and Advanced Autonomous Robots on 12 November 2024. The framework establishes the first comprehensive regulatory structure in India for humanoid robotics, targeting industrial automation, healthcare assistance, and commercial service applications. The guidelines mandate safety certification, operational transparency, and data governance for all humanoid systems deployed in public or private sectors.
Under the new policy, manufacturers must secure a Class-A Safety Clearance from the National Robotics Certification Council (NRCC) before commercial deployment. The framework introduces a liability matrix that assigns accountability to manufacturers, operators, and software developers based on autonomous decision-making levels. All humanoid units operating in India must comply with strict data localization protocols, requiring onboard AI processing and telemetry to remain within Indian servers. The guidelines also outline ethical operational boundaries, prohibiting deployment in unregulated public spaces without prior municipal approval.
Key Provisions and Domestic Impact
The policy directly supports India’s Make in India robotics initiative by expanding the Production Linked Incentive (PLI) scheme to cover humanoid chassis assembly, joint actuators, and sensor fusion modules. Domestic manufacturers will receive a 15% subsidy on certified components, while foreign firms must establish local assembly units to qualify for market access. For government procurement, the guidelines set price benchmarks at ₹18–25 lakhs for entry-level service models and ₹40–60 lakhs for industrial-grade units, ensuring affordability for MSMEs and public sector undertakings. The framework also mandates open-source safety APIs, allowing Indian developers to audit and integrate robotic control systems without vendor lock-in.
Implementation Timeline and Market Response
Phased implementation begins on 1 January 2025, with full compliance required by December 2026. The NRCC will conduct mandatory stress testing for fall resistance, collision avoidance, and power failure protocols. Industry leaders, including NASSCOM and the Indian Robotics Association, have welcomed the policy as a balance between innovation and public safety. International robotics firms are now accelerating partnerships with Indian contract manufacturers to meet localization requirements.
