India Unveils Draft Regulatory Framework for Humanoid Robot Deployment - RobotWale News
Government Releases Draft Framework
The Ministry of Electronics and Information Technology (MeitY), in collaboration with the Department for Promotion of Industry and Internal Trade (DPIIT), officially published the draft National Framework for Humanoid Robotics Deployment and Safety Standards on June 14, 2024. The document establishes the first comprehensive regulatory pathway for humanoid robots operating in Indian industrial, healthcare, and commercial environments. The framework mandates pre-deployment safety audits, real-time data localization, and mandatory human-supervision protocols for all units exceeding 20 kilograms in weight.
Compliance and Testing Requirements
Under the new guidelines, developers must submit robotic systems to accredited Indian testing facilities before commercial rollout. The framework categorizes humanoid robots into three operational tiers based on autonomy level and payload capacity. Tier 1 units, designed for controlled warehouse logistics, require basic electromagnetic compatibility certification. Tier 2 and Tier 3 systems, which include mobile manipulators and healthcare assistance models, must undergo rigorous fall-prevention, collision-detection, and emergency-stop validation. All manufacturers are granted a 120-day compliance window to align firmware, sensor arrays, and operational software with the specified benchmarks.
Domestic Manufacturing and Pricing Incentives
India relevance is central to the economic provisions of the policy. The framework introduces a tiered pricing structure for regulatory compliance fees, ranging from ₹50,000 for indigenous startups to ₹2.5 lakh for foreign entities seeking market access. To accelerate local production, the government will offer a 35% capital subsidy on humanoid robot assembly lines that meet the domestic value-addition threshold of 40 percent. Units priced below ₹15 lakh for educational and skill-development deployment will qualify for an additional GST reduction, making the technology more accessible to Indian academic institutions and vocational training centers.
Industry Response and Next Steps
Stakeholders have been invited to submit technical feedback through the official MeitY portal until July 30, 2024. Industry associations have noted the balanced approach between safety enforcement and commercial viability, particularly the phased compliance timeline. The final standards are expected to be ratified by the Ministry of Commerce and Industry by September 2024, with mandatory enforcement beginning January 1, 2025. RobotWale.com will continue monitoring regulatory updates and compliance developments across the humanoid robotics sector.
