Key Regulatory Requirements

The document mandates that all humanoid robots operating in public or semi-public spaces must undergo third-party safety audits covering mechanical stability, software fault tolerance, and emergency stop mechanisms. Manufacturers must register each model with the newly formed Robotics Compliance Cell under MeitY. The policy introduces a tiered certification system, where Level 1 permits restricted industrial use, while Level 2 allows unrestricted deployment in commercial and healthcare environments. All units must also incorporate localized data routing to comply with India’s digital sovereignty mandates.

Impact on Indian Market and Pricing

For domestic developers and assemblers, the framework offers a 15 percent production-linked incentive (PLI) subsidy on certified humanoid components. Industry analysts project that locally assembled, BIS-compliant humanoid units will retail between ₹15 lakh and ₹22 lakh, significantly undercutting imported counterparts that currently range from ₹28 lakh to ₹45 lakh due to customs duties and compliance overheads. The pricing advantage is expected to accelerate adoption in logistics, eldercare, and precision manufacturing sectors, while foreign manufacturers must now partner with Indian entities to meet local content thresholds.

Implementation Timeline

Stakeholders have been granted a 90-day comment window until 13 August 2024. Final rules are scheduled to take effect in Q4 2024, with mandatory compliance for new deployments by January 2025. MeitY has directed state governments to establish regional testing facilities to streamline the certification process and reduce deployment delays for Indian robotics startups.
