India Unveils Draft Safety Standards for Humanoid Robot Deployment - RobotWale News

New Regulatory Framework Announced

The Ministry of Electronics and Information Technology (MeitY), in coordination with the Department for Promotion of Industry and Internal Trade (DPIIT), officially published the Draft Guidelines for Humanoid Robot Safety and Deployment on 15 October 2024. The document establishes mandatory certification pathways, operational safety thresholds, and sector-specific deployment rules for humanoid robots operating in Indian markets. The guidelines apply to all manufacturers, importers, and operators deploying bipedal or quadrupedal humanoid systems with a payload capacity exceeding five kilograms.

Safety and Compliance Requirements

Under the new framework, every humanoid robot must pass a standardized safety audit conducted by accredited Indian testing laboratories. The audit covers mechanical integrity, emergency stop mechanisms, thermal management, and AI-driven decision-making transparency. Companies must submit real-time operational logs and undergo quarterly compliance reviews. The policy also mandates that all humanoid systems deployed in public spaces must carry a visible identification tag linked to a national registry, enabling traceability and rapid response during incidents.

India Relevance and Market Pricing

The regulatory rollout directly impacts India’s growing robotics ecosystem, which has seen over forty domestic startups and three multinational corporations file for preliminary licensing. To support local manufacturing, the government has introduced a reduced import duty of twelve percent on core actuators and sensor arrays, down from the previous twenty-eight percent. Certified humanoid units for industrial automation are now priced between ₹18 lakh and ₹45 lakh per unit, depending on payload and autonomy levels. Service and hospitality variants are projected to enter the market at ₹8 lakh to ₹12 lakh after certification clearance.

Implementation Timeline and Industry Response

Compliance becomes mandatory for all new deployments by 1 January 2025, with a six-month grace period for existing pilot programs. Industry associations have welcomed the clarity, noting that standardized safety protocols will accelerate insurance coverage and cross-border interoperability. MeitY has established a dedicated task force to handle certification applications and will publish a list of accredited testing centers by November 2024. Operators failing to meet the safety thresholds will face suspension of deployment licenses and mandatory system recalibration.
