Safety Standards and Testing Protocols

Under the new guidelines, all humanoid robots weighing over 20 kilograms must undergo rigorous impact, thermal, and software-failure simulations at government-accredited testing centers. The policy introduces a Humanoid Safety Index that evaluates mechanical redundancy, emergency stop mechanisms, and AI decision-making transparency. Companies must secure a Type Approval Certificate before commercial sales. Pilot testing zones have been designated in Delhi-NCR, Bengaluru, and Pune, where developers can validate human-robot interaction algorithms in controlled urban environments.

Domestic Manufacturing Incentives and India Relevance

A central pillar of the framework is the push for localized production to reduce dependency on imported components. The government has extended existing Production Linked Incentive (PLI) schemes to cover humanoid robot actuators, torque sensors, and onboard compute modules. Domestic manufacturers will benefit from a 15 percent capital subsidy for setting up final assembly lines. Industry analysts project that these measures will bring the average price of a commercial-grade humanoid robot in India down to approximately ₹18 lakh ($21,500) within three years, making automation accessible to mid-tier manufacturing and logistics sectors.

Implementation Timeline and Industry Response

The framework takes effect from January 2025, with a six-month grace period for existing foreign brands to comply with certification requirements. MeitY has also announced the establishment of a Humanoid Robotics Regulatory Council, comprising engineers, ethicists, and industry representatives, to update standards as the technology evolves. Domestic startups and established robotics firms have welcomed the policy, citing regulatory clarity as a critical catalyst for long-term investment. The government plans to host its first national humanoid robotics summit in Hyderabad later this year to facilitate technology transfers and joint ventures.
