The draft is open for public comment for 30 days, with the final policy expected to be notified by the third quarter of 2024.

Mandatory Safety and Data Localization Protocols

Under the proposed guidelines, all humanoid robots deployed in India must obtain a Humanoid Safety Compliance Certificate. The framework mandates adherence to modified ISO/IEC standards, specifically targeting risks associated with bipedal locomotion and human-robot interaction. Manufacturers must integrate redundant emergency stop mechanisms and fall-detection algorithms. Additionally, the guidelines enforce strict data localization; any robot capable of capturing biometric or spatial data must process and store this information on servers located within India, aligning with the Digital Personal Data Protection Act.

Pricing Implications and Domestic Manufacturing Incentives

Currently, humanoid robots are imported into India, with unit prices ranging from ₹60 lakh to ₹1.5 crore depending on payload and intelligence capabilities. The MeitY draft links regulatory compliance to potential fiscal benefits. Robots assembled domestically under the Production Linked Incentive (PLI) scheme for Advanced Hardware could qualify for expedited certification and reduced import duties on core components like actuators and sensors. Industry analysts project that if domestic assembly scales, the cost of humanoid robots in India could fall to the ₹30 lakh to ₹45 lakh range by 2026, making them viable for small and medium enterprises in logistics and manufacturing.

Sector Prioritization and Liability Framework

The guidelines prioritize testing zones for healthcare, warehousing, and hazardous environment operations. A clear liability framework is established: manufacturers are liable for design flaws and hardware failures, while operators bear responsibility for misuse or unauthorized modifications. This structure aims to facilitate insurance products for humanoid deployments. Major Indian robotics firms and global manufacturers operating in India have been invited to submit technical feedback on the draft parameters.
