New Delhi, India - The Ministry of Electronics and Information Technology (MeitY) officially released the National Humanoid Robot Safety Guidelines 2024 on Tuesday. This landmark policy aims to standardize the deployment of humanoid robots across critical infrastructure sectors in India. The guidelines were formulated following extensive consultations with industry leaders, academic institutions, and legal experts over the past six months to ensure technological advancement does not compromise public safety.

Key Safety Protocols and Liability

The framework mandates that all humanoid robots operating in public or semi-public spaces must be equipped with mandatory emergency stop mechanisms and advanced remote monitoring systems. Liability clauses have been significantly revised to clarify responsibility in the event of mechanical failure. Previously, operators bore full responsibility; now, manufacturers must provide proof of safety certification before deployment. The policy also introduces a "National Robotics Council" to oversee compliance audits. Special attention has been paid to the automotive manufacturing sector, where humanoid labor is increasingly common.

Compliance Costs for Indian Industry

For domestic startups, the certification costs have been structured to encourage adoption. Small-scale enterprises will incur certification fees starting at Rs 50,000, while large-scale industrial deployments face costs up to Rs 5 lakhs. Foreign manufacturers importing humanoid robots into India must register with a central regulatory body and adhere to these liability clauses. This pricing structure is designed to prevent regulatory barriers for local innovators.

Implementation Timeline

The guidelines will come into effect on January 1, 2025, giving manufacturers a 12-month transition period. The policy aligns India with emerging global standards seen in the EU and USA, positioning the country as a key player in the global robotics governance landscape. Industry bodies have expressed cautious optimism regarding the clarity provided by these regulations.
