India Releases Draft Regulatory Framework for Humanoid Robot Deployment - RobotWale News
Policy Framework Released
India’s Ministry of Electronics and Information Technology (MeitY) on October 28, 2024, released the draft National Framework for the Safe Deployment of Humanoid Robots, establishing the first comprehensive regulatory pathway for the design, testing, and commercialization of bipedal AI-driven machines across the country. The guidelines, developed in coordination with the Department for Promotion of Industry and Internal Trade (DPIIT) and NITI Aayog, mandate safety certifications, operational zoning, and data localization requirements for all humanoid units operating in public and private spaces.
Safety and Deployment Mandates
Under the new framework, manufacturers must secure a Type Approval Certificate from the Bureau of Indian Standards (BIS) before deploying any humanoid robot weighing over 20 kilograms. The certification process includes mandatory pressure-sensitive collision avoidance systems, real-time emergency stop protocols, and encrypted telemetry logs stored on Indian servers. Deployment is restricted to designated operational zones, including industrial parks, healthcare facilities, and logistics hubs, with explicit prohibitions on unmonitored use in residential areas until further safety reviews are completed.
Licensing and Pricing Structure
The policy introduces a tiered licensing structure to balance innovation with regulatory oversight. Domestic developers registering under the Startup India initiative will pay an initial compliance fee of ₹5 lakh, scaling to ₹50 lakh for commercial-scale deployments exceeding 50 units. Foreign manufacturers seeking market access must partner with an Indian entity and undergo localized stress testing at MeitY-accredited facilities in Bengaluru and Pune. The framework also outlines a 180-day grace period for existing prototype operators to align with the new safety benchmarks.
Implementation Timeline and Industry Impact
Industry stakeholders have welcomed the clarity, though some manufacturers have requested extended timelines for the collision avoidance mandate. MeitY has confirmed that the final guidelines will be published by February 2025, with a pilot certification program launching in Q1 2025. The regulatory push aligns with India’s broader strategy to position the nation as a manufacturing and R&D hub for advanced robotics, targeting a 15 percent annual growth rate in humanoid automation across automotive, eldercare, and warehousing sectors. All submissions and public comments regarding the draft framework can be accessed through the official MeitY portal, with compliance deadlines to be activated upon final notification.
