India Unveils First-Ever Regulatory Framework for Humanoid Robot Deployment - RobotWale News
Government Unveils New Humanoid Robot Regulatory Framework
The Ministry of Electronics and Information Technology (MeitY), in collaboration with the Robotics Policy Task Force, officially released the National Guidelines for the Deployment of Humanoid Robots on June 12, 2024. The framework establishes the first comprehensive regulatory pathway for commercial humanoid robotics across India’s industrial, healthcare, and logistics sectors. The guidelines mandate standardized safety protocols, operational licensing, and data governance requirements for all domestic and imported humanoid systems.
Safety Standards and Certification Requirements
Under the new framework, every humanoid robot deployed in public or commercial spaces must undergo third-party safety certification through the Bureau of Indian Standards (BIS). The guidelines specify rigorous testing parameters for balance control, emergency stop mechanisms, human-robot interaction zones, and autonomous navigation in shared environments. Manufacturers must submit detailed algorithmic transparency reports to address decision-making processes in unpredictable settings. The certification process is structured in three tiers: prototype validation, pilot deployment authorization, and full commercial licensing, with compliance audits required annually.
India-Specific Pricing and Manufacturing Incentives
To accelerate domestic adoption while protecting local industry, the policy introduces a tiered pricing structure and import duty framework. Commercial humanoid robots priced below ₹45 lakhs will qualify for a 15 percent production-linked incentive (PLI) subsidy, provided at least 40 percent of components are sourced locally. Imported units exceeding ₹60 lakhs will face a 22 percent additional customs duty, while robots utilized in government-backed healthcare and disaster response programs will receive full tax exemption. The guidelines also establish a standardized leasing model, capping monthly operational costs at ₹1.2 lakhs for SMEs, to lower entry barriers for small manufacturers.
Implementation Timeline and Industry Response
MeitY has set a phased rollout schedule, beginning with a six-month pilot window in Gujarat, Tamil Nadu, and Karnataka industrial corridors starting September 2024. Full compliance will be mandatory for all new deployments by January 1, 2025. Industry associations have welcomed the clarity, noting that the framework reduces regulatory uncertainty while aligning with India’s broader automation strategy. MeitY will host a national compliance workshop in New Delhi next month to assist manufacturers in navigating the certification process and accessing subsidy applications.
