MeitY Unveils Draft Framework for Humanoid Robot Deployment

The Ministry of Electronics and Information Technology (MeitY) has released the draft "Humanoid Robotics Regulatory Framework 2024," establishing the first comprehensive guidelines for the testing and deployment of bipedal and quadrupedal humanoid robots across India. Released on May 20, 2024, the document mandates that all humanoid units with human-like mobility must obtain safety certification before operating in public spaces, smart cities, and industrial zones. This initiative aligns with the "Atmanirbhar Bharat" mission by creating a structured pathway for local innovation while addressing global safety concerns.

The framework introduces a tiered certification system based on robot autonomy levels. Tier-1 robots, requiring continuous human supervision, face streamlined approval processes, while Tier-2 autonomous units must undergo rigorous stress testing in designated "Humanoid Innovation Zones." These zones will be established in technology hubs including Bengaluru, Hyderabad, and Pune, equipped with simulated urban environments and industrial mockups to validate performance under real-world conditions. The policy also emphasizes data sovereignty, requiring all sensor data, including facial recognition logs and LiDAR maps, processed by humanoid units to be stored on servers within Indian borders.

Safety Standards and Liability Models

The draft outlines strict hardware requirements to mitigate risks in mixed human-robot environments. Mandatory components include redundant emergency stop mechanisms capable of halting motion within 0.5 seconds, 360-degree LiDAR coverage for obstacle detection, and advanced fall-detection algorithms that trigger immediate power cut-offs. MeitY has proposed a "Shared Liability Model" for commercial deployments. Under this structure, manufacturers bear liability for hardware failures or software glitches, while operators are responsible for misuse or unauthorized modifications. The framework also mandates that humanoid robots display a visible, standardized status indicator to alert the public of their operational mode, enhancing transparency and public trust.

Incentives and Pricing for Domestic Industry

To accelerate adoption and local manufacturing, the policy links regulatory compliance to significant financial support. Startups and MSMEs developing humanoid robots that meet the new standards are eligible for enhanced benefits under the Production Linked Incentive (PLI) scheme for Advanced Hardware, potentially reducing effective compliance costs by up to 20%. Additionally, MeitY has announced a subsidized "Regulatory Compliance Kit" priced at ₹1.5 lakhs for domestic developers, a significant reduction from the standard market rate of ₹4 lakhs. This kit includes pre-certified communication modules and safety sensors tailored to Indian regulatory requirements.

Industry stakeholders have until June 15, 2024, to submit comments on the draft via the MeitY portal. The ministry expects to finalize the policy by July 2024, aiming to create a predictable regulatory environment that attracts foreign investment while nurturing homegrown humanoid robotics ecosystems.
