Safety and Testing Protocols

The guidelines mandate that all humanoid robots operating in Indian territories undergo certification through designated National Testing Laboratories. Key requirements include emergency stop mechanisms, torque limitation thresholds, and real-time hazard detection systems. Manufacturers must submit operational data logs for AI-driven decision-making modules to ensure alignment with India’s emerging AI governance standards. The framework also introduces a phased deployment model, restricting initial commercial trials to controlled industrial parks and designated smart cities. A dedicated National Robotics Compliance Board will oversee audits and maintain a public registry of certified units.

Domestic Manufacturing Incentives

To accelerate local production, the policy integrates humanoid robots into the Production Linked Incentive (PLI) scheme for advanced robotics. Eligible Indian manufacturers will receive subsidies covering up to 25% of capital expenditure on precision actuators, force-torque sensors, and onboard computing units. The draft also proposes a temporary 15% customs duty reduction on imported core components that are not yet manufactured domestically, with a commitment to phase out exemptions once local supply chains reach scale. State governments are encouraged to allocate dedicated robotics manufacturing zones with streamlined environmental clearances.

Industry Impact and Pricing

Industry analysts project that the combined effect of testing standardization and manufacturing subsidies will reduce the average retail price of Indian-assembled humanoid robots from the current ₹45 lakh to approximately ₹28 lakh by 2026. The framework explicitly encourages partnerships between Indian robotics startups and established automotive and electronics manufacturers to leverage existing assembly infrastructure. Compliance deadlines for existing imports are set for 31 March 2026, after which uncertified units will be barred from commercial operations across all sectors. The policy will undergo a 60-day public consultation period before finalization.

Data Localization and Cross-Border Compliance

The draft explicitly requires that all telemetry data generated by humanoid robots operating in India be stored on servers physically located within the country. Cross-border data transmission will only be permitted for aggregated, anonymized analytics with prior approval from the Data Protection Board. Foreign manufacturers must appoint a localized compliance officer responsible for reporting safety incidents within 24 hours. The framework also outlines a grievance redressal mechanism for municipal authorities and facility managers to report malfunctioning units or unauthorized deployments.
