The Ministry of Electronics and Information Technology (MeitY) on June 12, 2024, published the draft Humanoid Robotics Deployment and Safety Framework. The policy establishes the first comprehensive regulatory structure for humanoid robots operating in India’s industrial, logistics, and service sectors. The guidelines mandate third-party safety certification, real-time operational monitoring, and strict data localization protocols for all AI-driven motion control systems. The announcement aligns with India’s broader Advanced Materials and Robotics Mission, which aims to position the country as a global manufacturing hub for advanced automation.

Safety Certification and Testing Protocols

Under the new framework, every humanoid robot deployed in public or commercial spaces must pass the Indian Standard Institution (ISI) dynamic balance and collision avoidance tests. Manufacturers must submit biomechanical stress reports and emergency shutdown verification logs before commercial registration. The certification process will be administered by a newly formed National Humanoid Robotics Testing Authority, expected to launch by Q4 2024. Testing facilities will be established in Bengaluru, Pune, and Gurugram to reduce manufacturer logistics costs.

Import Duties and Domestic Pricing Impact

To accelerate indigenous production, the framework introduces a differentiated tariff structure. Humanoid robots manufactured within India using at least 60 percent local components will qualify for a 5 percent customs duty. Units imported from overseas suppliers that do not meet the localization threshold will face a 15 percent import duty. Industry analysts project that compliant domestic humanoid units will initially retail between ₹15 lakhs and ₹25 lakhs, while imported equivalents could exceed ₹35 lakhs after tariff application. The pricing structure is designed to protect early-stage Indian robotics startups while maintaining competitive access to foreign technology.

Data Localization and Operational Compliance

All sensor data, gait analytics, and decision-making logs generated by humanoid robots operating in India must be stored on domestic servers. The guidelines also require real-time telemetry sharing with state-level robotic oversight centers during high-risk operations. Non-compliant deployments will face immediate operational suspension and penalty structures scaled by enterprise size. Compliance audits will be conducted quarterly, with results published on a centralized government portal.

Industry Response and Next Steps

Domestic robotics firms have welcomed the clarity, citing reduced regulatory uncertainty as a catalyst for capital allocation. The draft framework remains open for public consultation until July 15, 2024, after which MeitY will finalize the implementation timeline and compliance reporting formats. Legal and technical experts will be invited to participate in structured workshops to refine testing parameters before enforcement begins.
