India Unveils Draft Safety Guidelines for Humanoid Robots - RobotWale News

Regulatory Framework Announced

On 14 May 2024, India’s Ministry of Electronics and Information Technology (MeitY) published a draft policy framework outlining safety, certification, and deployment standards for humanoid robots operating within Indian jurisdictions. The announcement marks the first comprehensive regulatory attempt to govern general-purpose humanoid systems, addressing concerns around operational safety, data localization, and industrial integration. The draft guidelines apply to all humanoid platforms exceeding 15 kilograms in weight and capable of autonomous decision-making or human-robot collaboration.

Key Compliance Requirements

The proposed framework mandates that all humanoid robots intended for commercial or research use in India undergo third-party safety audits before market entry. Developers must demonstrate compliance with mechanical integrity standards, emergency stop protocols, and real-time fault detection systems. The guidelines also require localized data processing for any biometric or environmental sensors, aligning with existing digital sovereignty laws. Manufacturers will need to submit technical documentation, including firmware architecture, sensor calibration logs, and risk assessment matrices, through MeitY’s newly established Robotics Compliance Portal.

Industry Impact and Pricing

Indian robotics firms and academic laboratories will face initial certification costs estimated between INR 18 to 22 lakhs per robot model. The ministry has structured a tiered pricing mechanism, with reduced fees for startups and research institutions backed by recognized Indian universities. To offset compliance expenses, the draft policy includes a production-linked incentive (PLI) component, offering up to 15 percent reimbursement on domestic manufacturing costs for entities that localize core actuators and control systems. International manufacturers planning to import humanoid units into India will be required to establish local service centers and maintain spare parts inventory within six months of certification.

Next Steps for Manufacturers

The draft guidelines remain open for public consultation until 30 June 2024. Industry stakeholders, including the Confederation of Indian Industry and the Robotics Society of India, have been invited to submit technical feedback on testing methodologies and liability frameworks. MeitY has confirmed that finalized regulations will be published by September 2024, with a six-month grace period for existing prototypes to meet certification requirements. Companies can access the full draft documentation and submission templates through the official MeitY portal.
