Government Releases Comprehensive Humanoid Robotics Compliance Framework

India’s Ministry of Electronics and Information Technology (MeitY), in coordination with the Department for Promotion of Industry and Internal Trade (DPIIT), officially published the Humanoid Robotics Safety and Compliance Framework 2024 on 15 October. The policy establishes the first nationwide regulatory structure for the development, testing, and commercial deployment of bipedal humanoid robots within Indian borders.

Safety Standards and Testing Mandates

The framework mandates that all humanoid robots operating in India must undergo certification through designated National Robotics Testing Zones (NRTZs) located in Bengaluru, Pune, and Chandigarh. Compliance requirements cover mechanical safety, AI decision-making transparency, data localization, and emergency shutdown protocols. Foreign manufacturers seeking to sell humanoid units in India must now obtain a Type Approval Certificate before customs clearance. The certification process is priced at INR 2.5 lakh per model, with expedited processing available for Indian startups at a reduced rate of INR 1.25 lakh. Testing facilities will also evaluate thermal management, fall recovery algorithms, and human-robot interaction safety margins.

Import Duties and Domestic Manufacturing Incentives

Alongside the compliance rules, the government introduced a revised import duty structure for humanoid robot components. Fully assembled humanoid units will face a 28% basic customs duty, while imported core actuators, torque sensors, and locomotion controllers are subject to a 15% duty. To accelerate domestic production, the policy extends the Production Linked Incentive (PLI) scheme to humanoid robotics, offering up to 20% subsidies on incremental sales for manufacturers setting up assembly lines in India by 2026.

Industry Response and Implementation Timeline

Industry stakeholders have welcomed the clarity, though foreign vendors have requested extended transition periods. MeitY has set a six-month compliance window, requiring all existing inventory to be certified or re-exported by 15 April 2025. Domestic robotics startups have begun engaging with the NRTZ facilities, with pilot programs for industrial and logistics humanoid robots expected to commence in Q1 2025. The framework positions India as one of the few Asian markets with a structured regulatory pathway for humanoid robot deployment, directly influencing pricing and supply chain strategies for global manufacturers.

Procurement Guidelines and Market Pricing

The framework establishes a National AI Governance Board for Robotics to oversee algorithmic audits and liability allocation in case of operational failures. Public sector procurement guidelines mandate that government agencies prioritizing humanoid robots for warehousing, manufacturing, or healthcare applications must source units that comply with the new safety protocols. Commercial buyers can expect base pricing for certified humanoid platforms to range between INR 18 lakh and INR 22 lakh, depending on payload capacity and sensor integration. The policy also introduces a fast-track visa and work permit track for foreign humanoid robotics engineers, enabling faster on-site deployment and maintenance. Implementation begins with a pilot compliance audit in November 2024, followed by full enforcement across all industrial and commercial sectors by mid-2025.
