India Publishes First National Guidelines for Humanoid Robot Deployment

The Ministry of Electronics and Information Technology (MeitY) announced the release of the Humanoid Robotics Safety and Deployment Framework on June 10, 2024. The policy establishes the country’s first standardized regulatory pathway for the certification, operation, and commercial integration of bipedal humanoid systems across industrial, healthcare, and commercial sectors.

The framework mandates that all humanoid robots weighing more than 20 kilograms and operating in shared human environments must undergo third-party safety validation. Manufacturers and domestic integrators must secure a Class-2 Operational License from the newly formed National Robotics Certification Board (NRCB) before public deployment. The guidelines also introduce mandatory emergency stop protocols, real-time sensor monitoring, and fail-safe mechanical limits to prevent uncontrolled motion.

Compliance Standards and Pricing Thresholds

Under the new regulatory structure, certified humanoid robots must meet strict electromagnetic compatibility and thermal dissipation standards. The policy outlines a tiered compliance fee structure: domestic manufacturers will pay a base certification fee of ₹4.5 lakh per model, while imported units face a ₹7.2 lakh assessment charge. To encourage local production, the government has announced a 40 percent fee waiver for robots manufactured under the PLI scheme for advanced hardware systems.

Pricing regulations also address market accessibility. The framework caps retail margins for government-purchased humanoid units at 15 percent and introduces a subsidized procurement tier for educational and research institutions. Certified models priced below ₹18 lakh are eligible for expedited customs clearance under the new digital trade corridor for robotics components.

Implementation Timeline and Industry Response

MeitY has set a six-month transition period, requiring all existing deployments in pilot zones to achieve NRCB compliance by December 2024. Full enforcement across commercial and industrial sectors will take effect in January 2025. The ministry has allocated ₹120 crore in the upcoming fiscal budget to fund testing facilities and regulatory laboratories in Bengaluru, Pune, and Chennai.

Industry stakeholders have welcomed the clarity, noting that standardized rules will reduce deployment friction and attract foreign investment. Several domestic automation firms have already begun aligning their development pipelines with the published technical specifications. The NRCB will open its first public certification portal on July 1, 2024, accepting applications for prototype and production-stage humanoid systems.
