New Regulatory Framework Announced

On 15 June 2024, the Ministry of Electronics and Information Technology (MeitY), in coordination with the Bureau of Indian Standards (BIS), officially published the Humanoid Robot Safety and Deployment Guidelines 2024. The policy establishes mandatory third-party safety certification, real-time operational logging, and compulsory emergency stop mechanisms for all humanoid robots deployed across Indian commercial, industrial, and healthcare environments.

Testing Protocols and Domestic Manufacturing Incentives

The framework introduces a standardized testing corridor where manufacturers must demonstrate fall recovery, obstacle navigation, and human-robot interaction safety. BIS-approved laboratories across Bengaluru, Pune, and Hyderabad will conduct compliance assessments. Domestic producers will qualify for accelerated approval under the Robotics Manufacturing PLI scheme. Foreign manufacturers seeking market access must establish a local compliance office within six months of the policy’s effective date.

Pricing Transparency and Market Access

A central provision requires all humanoid robot vendors to disclose complete ownership costs, including maintenance, software licensing, and replacement component pricing, in Indian Rupees. The policy mandates a standardized pricing disclosure format to eliminate hidden service charges and foster price competition among Indian and international brands. Entry-level industrial humanoid units are projected to align with a standardized price bracket of ₹45 lakh to ₹60 lakh following full compliance implementation.

Implementation Timeline and Industry Response

The guidelines take effect in phased stages, beginning with mandatory registration of all humanoid robot prototypes by October 2024. Full commercial deployment authorization will commence in January 2025. A dedicated Humanoid Robotics Regulatory Cell will monitor compliance, conduct periodic audits, and update safety parameters annually. The regulatory cell will comprise representatives from MeitY, BIS, the Ministry of Labour, and independent robotics safety experts. Manufacturers must submit technical documentation detailing torque limits, battery thermal management, and AI decision-making boundaries. The policy also mandates that all exported humanoid robots manufactured in India adhere to these standards to maintain export competitiveness. BIS will issue technical advisories quarterly to address emerging safety challenges in dynamic work environments.
