The Ministry of Electronics and Information Technology (MeitY) officially published its draft Humanoid Robot Deployment Guidelines on June 12, 2024. The document establishes the first comprehensive national framework governing the testing, certification, and commercial operation of bipedal and quadrupedal humanoid systems across Indian industrial, healthcare, and service sectors. The guidelines mandate that all humanoid robots operating in public or commercial spaces must undergo third-party safety validation before market entry.

Safety and Data Compliance Standards

The framework introduces strict operational protocols, requiring real-time sensor data logging and mandatory emergency stop mechanisms for all units exceeding five kilograms of payload capacity. Data generated by humanoid robots handling patient records or factory floor logistics must be stored on servers located within India, aligning with existing digital sovereignty directives. Manufacturers must also submit liability insurance certificates covering potential mechanical failures, with minimum coverage thresholds set at ₹5 crore per deployed unit.

Impact on Indian Manufacturers and Pricing

Domestic robotics firms will benefit from a phased compliance schedule, with full certification required by March 2025. The guidelines introduce a pricing benchmark for imported humanoid robots, capping base unit costs at ₹18 lakh for entry-level models and ₹45 lakh for advanced industrial variants. Local manufacturers assembling systems in India under the PLI scheme for advanced hardware will receive a 15 percent tax rebate, provided they source at least sixty percent of components domestically. Industry analysts project that compliance costs will initially raise the average price of certified humanoid robots by eight to twelve percent, though economies of scale are expected to stabilize pricing by late 2025.

Implementation Timeline and Consultation Process

MeitY has opened a sixty-day public consultation window, allowing stakeholders to submit technical feedback through the national robotics policy portal. The ministry will convene a technical committee comprising engineers, legal experts, and industry representatives to review submissions. Final guidelines are scheduled for publication in November 2024, with mandatory enforcement beginning January 1, 2025. Companies operating humanoid systems beyond the compliance deadline will face operational restrictions and import licensing suspensions until certification is secured.
